Merchant Marine Circulars No. 257

Please find attached copy of Merchant Marine Circular No. 257 recently issued by Panama Maritime Authority (PMA) informing that  Resolution MEPC.203 (62) entered into force on January 1^st, 2013.  This Resolution amends Annex IV of MARPOL Convention introducing the regulations on Energy Efficiency relation to the Energy Efficiency Design Index (EEDI), Energy Efficiency Operational Index (EEOI) and Ship Energy Efficiency Energy Plan (SEEMP) for the control of the marine Green House Gases (GHG) emissions. 

PMA has authorized all Recognized Organizations duly approved to issue the certificate related to Annex IV of MARPOL Convention to carry out the verification process of EEDI and to issue an International Energy Efficiency Certificate (IEEC) covering both EEDI & SEEMP.
