Marine Circular No. 262
Please find attached copy of Merchant MarineCircular No. 262 recently issued by Panama Maritime Authority
(PMA).
With this circular, the Administration
informs the minimum requirements that should have the employment agreements for
seafarers rendering services on board Panamanian flagged vessels engaged in
international navigation as established by Regulation 2.1 and Standard A2.1 of
the Maritime Labour Convention (MLC) 2006.
The circular gives the list of all the
information that must contain these employment agreements and also comments on
policies about main employment topics such as: conditions of work, wages,
prior-notice period, overtime hours, regular working day, official holidays,
annual vacations, minimum hours of rest, health and social security benefits, maximum
duration of interrupted service on board, right of repatriation, collective
bargaining if applicable, termination of the agreement, among others.
