Please find attached copy of MerchantMarine Circular No. 261 recently issued by Panama Maritime Authority (PMA).
The Administration informs about
models and standards for Medical Certifications of Seafarers. These
Certificates are mandatory documents that must be submitted by seafarers when
they apply for a Certificate of Competency (titles, countersigns or endorsements).
These Medical Certifications of
Seafarers to be issued by the Republic of Panama must be provided by qualified
medical personnel and recognized by PMA in the official format adopted for this
purpose in accordance to Rule I/9 Section A-I/9 of the STCW 78 Convention as
amended.
Those Medical Certifications of
Seafarers issued abroad must be also provided by qualified medical personnel
and recognized by their respective Administrations in the formats above
mentioned. They can be issued on the official language of the issuing
country; however, the text must have an English translation.
For your reference, the circular
contains the International Labour Organization
(ILO) Guidelines on the medical examinations of
seafarers.
